Pillager outpost watchtower fails to generate

The main Watchtower structure of the pillager outpost fails to generate, at least in worlds created in 19w11a. Decoration structures (e.g. scarecrows and tents) still generate normally.

To reproduce

• Create a world and run /locate Pillager_Outpost, then teleport to it
