Grass & Mycelium not created in buffet floating islands

When creating a world in Buffet mode, any floating islands worlds will not have grass or mycelium, but will have tall grass and flowers. Water lakes still have the appropriate foliage, though, and it spreads to the dirt like normal. Surface worlds still behave like normal.
