Loading Screen Freeze leading to "Timed Out"

Whenever I try and join my friends server it keeps giving me a issue of the same screen leading to a timed out prompt ( The screen it is stuck on is the "loading terrain" ). My friends server is a spigot 1.13.2 and my minecraft launcher is at 1.13.2
