The game does not allow me to save toolbars

I can not use the save/load toolbars feature in any of the versions  1.12 + 

I was trying to build and I rememberd about the save toolbar feature. I used it once or twice when 1.12 was released but after many months I realised I can't use it anymore. I don't remember anything that I did to break this.

 

-I tried changing the hotkeys: It did not work

-switching versions: It did not work

-changing directories to a new folder: It did not work

    *Note that It worked when 1.12 was first introduced- In the meantime I changed the following components from  my computer :

-added SSD card

-changed to windows 10
