Wandering Trader still appears when doMobSpawning is off

I made a world and turned doMobSpawning off, butt the Wandering Trader still appears.

HOW TO REPRODUCE
Make a world and run the command "/gamerule doMobSpawning false".
Just wait for it, and eventually, the Wandering Trader should spawn somewhere.
