Freezing during gameplay/when exiting

Attempting to open a GUI and/or killing/interacting with a mob, after the attempt all mobs will freeze and only current chunk stays loaded but nothing can be done except moving around. Then when save and exiting the game it freezes on the loading out screen until I force a crash.
