Snapshot 19w09a - Placing Blocks In Water

I place blocks like in the picture below, and it takes about 2 clicks to be placed. I've asked my friend, and she's had the same problem when she tried it, so I think it's not just me, and nobody has tried it, but, well, of course, me and my friend! Or they just haven't reported it.
