Minecarts dont roll if the track goes down

When i try to make minecarts roll down tracks it doesnt work if they stopped there before. if they are driving already it works just fine. but if they stop on the tracks, they get stuck

 

Place a minecart on a track which leads down. nothing happens. but it should roll down
