Minecraft acting up

I have tried starting Minecraft on each game mode, the sounds seem to "stutter" and lag, the game itself lags and despite the distance I tell it top draw it will not draw. I had this issue after downloading a patch, I forget which patch but I remember it worked fine till that patch. This problem followed me to my new PC which runs better than the old model. The world won't render, its like on short distance. The games frame rate is horrible now,I have set all the settings down to low, it doesn't improve one iota. Is my account hacked or what?
