Snowballs do not affect player entities [regardless of distance]

Throwing snowballs to a player does not affect player entities.

I've seen other bugs when snowballs don't hit a player when they are too close, this is a different case, snowballs can be thrown at a distance and yet players are not affected

Tested also using commands summoning snowballs on top of the player.
