Snapshot server keeps resetting difficulty

My friend and I are playing the new snapshots as they are released on a server, and we're having buttloads of fun. However, we have to keep setting the difficulty back to easy, or 1, because after every restart the server is setting the difficulty back to peaceful, or 0.
