Monsters Not Spawning Correctly

So I've Been playing Minecraft 19w09a for about 40 mins and I haven't found one monster either hostile or neutral. I know it can't be the difficulty because I get Hungry and I even checked the difficulty setting. the only hostile mobs I found were only a few pillagers on a patrol.
