19w08b ALL entities on the overworld despawn by change to peaseful in the nether

What I expected to happen was...:
I was scared of a ghast, so I changed to peaseful

What actually happened was...:
ALL entities on the overworld despawn

Steps to Reproduce:
1. do difficulty normal and go to the nether
2. change to peaseful
3. go back to the overworld
