Ladders must be jumped on if over path blocks.

I am upgrading a villager village, adding ladders to the higher levels. That's how I came across this issue. Minor bug fix, but annoying because the slight inconvenience. If you try to walk onto a ladder from a path block, due to it being slightly lower, the ladder will not let you get on. I expect it is the same for soul sand and almost fully stacked snow.
