Cartographers' trades get stuck

Sometimes Cartographers get their very first paper trade locked without allowing me to trade anything else; which makes them utterly useless

I've included a screenshot where the trade is locked, but the arrows used to navigate through the interface are blacked out and don't do anything when clicked at.
