Serious dedication advancement doesn't work

This is a duplicate of MC-136400 but the problem is is that report says it was fixed. This bug is not fixed, at least not on servers. I used up 2 diamond hoes, the first one I didn't make, but the second one I did, and after breaking them I did not get the serious dedication advancement.
