reopen of 91039 (all/only available trade is locked)

I cant request a reopen but this is a dupe of https://bugs.mojang.com/browse/MC-91039
in 19w08b there is a bug where cartographer only has one available trade (no other trade unlocked) and will lock out of the only trade you can do
