1.13.2 Fullscreen doesn't function

Today I tried to open 1.13.2 in fullscreen and it glitches out filling only the top left of my screen then goes into the background. It functions fine when not in fullscreen.

I tried opening minecraft in 1.8.9 and didn't have any issues with this version.
