Villages Don't Spawn Correct Villagers for Specific Biome

When a Village is located in any biome other than Plains, the villagers that spawn are not the correct ones for that biome, it is always the standard Plains VIllagers. For example, in a snowy village, instead of the villagers with warmer clothes that suit the biome better, it is just the standard ones.
