Running server on 19w08a/b results in nightmarishly awful chunk loading

A server running on the aforementioned versions causes the chunks, even when /reloaded and /forceloaded, to stop generating beyond a certain point, unaffected by render distance, resulting in a required relog to load them. Unfortunately my server is currently down, so I can't provide photos.
