Egg Spawner Spawning mobs at Wrong position

if you try to summon any mob using a spawn egg facing on the top of a block, it will spawn inside the block.
PS: idk if thats a bug, but horse egg spawners do can spawn baby horses sometimes also (without a adult horse)

EDIT1: My game crashed bcs of my computer later, and now the bug about spawning inside blocks isn't happening
