Activator rail don't work, can't use any type minecart

I made a track using activator rail and a few normal ones. Sent a minecart on it, if I used a minecart with hopper it just slowed down, the activator rail did nothing. If used a normal one it just began to wiggle a lot, like if I was about to destroy it. Also I coundn't get into it and the hopper part on the hopper minecart didn't pick up items. The normal mincart didn't get afected by the activator rails.

 

I played on 1.14 19w07a, and first thought the problem was with the snapshot but when I changed to 1.13.2 the problem was still there.
