Villager don't take item when trading

In survival `/summon minecraft:villager ~ ~ ~ {VillagerData:{profession:fletcher}}` and in 2nd trade page place 64 emeralds in trading slot, shift click the output. You get arrows but don't lose emeralds, and no trading advancement
