Skin does not upload

Playing on servers like Hypixel I don't have a skin. The same happens with others.
I do not know what this is connected with, maybe it's a bug or a mistake.

Skin 64x64 not upload to my person in all versions (1.0 - 1.14+). My friend checked the scripts and could not understand what was the matter. We deleted Minecraft, re-downloaded MinecraftInsteller, but the essence with the characters has not changed.
