redstone signal does not propogate 1 block downwards like it should

When I jump on a stone pressure plate on gravel which is on TNT the TNT remains. Steps to reproduce:

Generate a superflat world in 1.5.1 With the preset 46,13,70. You should die from void damage.
do the same in 13w16a. You will not fall.
