Fences and walls don't connect

Fences don't connect with other fences, and the same with walls.

Iron bars and glass panes still connect with thenselves, and fences and walls still connect with solid blocks.

I'm not sure if this only happens in this snapshot or already did in other ones, but I found it in 19w06a
