Villagers don't update trades

After exhausting a villagers trades in one "deal" e.g: (paper for emeralds), the trade will not unlock when trading another deal e.g: (books for emeralds). If all the villagers deals are locked this way, then the villager will be unable to accept any further trades. Relaunching game/reloading chunks etc seems to have no effect.
