Placing item frames does not work.

I am playing on a 19w05a pure vanilla server alone. I am trying to place item frames so I can put my rare finds in there. But when I place them it does not work. I didn't see any glitched item frames as a bug says.

 

NOTE: I cannot produce screenshots because I am going to be playing on my server more and when I do produce screenshots, and move them out of .Minecraft, the games resolution goes wacky.
