Blocks do not emit light unless updates

As you can see in the [screenshot|https://imgur.com/vyR6q64,] the block light level is at 0, even though I am standing beside a sea lantern. I ran around my (un-built) base and Ive been heard mobs underneath my base in the (Very well lit) caves.

The blocks only emit a light source when updated or newly placed.
