You can't place Item Frames.

I Tried to make a Custom Mysterious Trader camp, I Attempted to place an Item frame on a fence, and It didn't work.

(I DISCOVERED SOMETHING. I PLACED THEM, BUT THEY ARE INVISIBLE!)
