chat box not appearing

so im trying to do commands in  the newest snapshot (19w04b) by pressing t and /, but the chat window wasn't  showing up, so i closed and re opened Minecraft, but it still wasn't working. i tried it with the newest version (13.2) but it still wasn't opening! it works with my modded 12.0 ver but not with the newer ones? i believe it worked with the 13.1 snapshots, maybe its just me? please help and thanks in advance.
