cant plant food in some areas of farms

I made a farm originally in Minecraft 1.14 snapshot 19w04b and in some areas of the farm I was unable to plant food, potatoes specifically. I thought it was just a bug so went to 1.13.2 to make it and realised that the same bug had occurred
