2nd Skin Layer Broken on 1.14

It seems Placed Player head's Second Pixel layer is offset from its normal Position,

Im talking about heads obtained with

/give @p minecraft:player_head{SkullOwner:NAME}

 

if you notice in the screenshot I posted, my own Skull is weirdly split in two layers now.
