Beacon does not output any buffs as of 19w03b.

I was messing around with beacons and I noticed that the beacon no longer output any buffs in 19w03b. I tested it and the beacon works in 19w03a. This seems to be new issue. I tried recreating the beacon several times in other forms but to no avail.
