Pillagers wont become aggressive to each other

What I expected to happen was...:
When a Pillager shot another Pillager on accident they would shoot each other and I would be safe for a while

What actually happened was...:

The Pillagers proceeded to attack me. I switched into creative, and they still didn't fight.

Steps to Reproduce:

Not sure. I came out from behind a tree and one shot another in the head from a block up. They had both been loaded when they saw me. Also, although I reported it separately, the Pillager that got shot tried to shoot me afterwards, and hit me, but it went through me.
