Pillager banners don't stack to 16 in chests

After killing pillager leader and picking up their banner, placing the banners in a normal chest the banners don,t always stack to a total of 16 per slot in the chest.

They seem to only stack after exiting the game and going back in. They act as being different items from "current" game session and previous game sessions.
