Sugar Can can be Placed in Water

I was playing a minecraft server makeing my farm around a lake when my mous slipped and pointed into the lake. The sugar can got placed in the lake and continued to remain there.

What I expected to happen was not to be able to place the sugar can in the water

*What actually happened was the Sugar can got rid of the block of water and continued to saty there.

Steps to Reproduce:
1. Find a lake or create a small pool 3x3
2. Dig a hole somewhere in the water.
3. Place sugar can around the hole and it will stay there.
