End Cities don't generate within 10000 blocks from center

In the end, I can't find an end city inside of 10000 blocks.  The locate command shows a few within 600 or 700 blocks, but they are mostly not there.  One that did appear was only a single wall of one room.  I had to go well past 10000 blocks to find any cities and once I found them, they are all floating above the edge of an island.  I haven't seen any cities positioned like this before.  I am attaching a couple screenshots.
