Villager breeding does not create proper villagers

Villager breeding does not work as intended. Instead of making the new versions of villagers introduced in 18w50a, it will always create an instance of the old version of villagers, specifically a brown coated one. These "new" villagers cannot trade. This has rendered villager breeding completely useless.
