Unable to place scaffolding/improper scaffolding behaviours.

Unable to place scaffolding on the sides of non-scaffolding blocks with no supporting scaffolding.

 
The second issue is unable to place scaffolding upon a scaffolding block with a waterlogged state; must place a block adjacent to the area one wishes to put the scaffolding block in order to stack the scaffolding(fig.1).  Also unable to place scaffolding upon the sides of non-scaffolding blocks with no supporting scaffolding whilst underwater.
