end city does not generate

after spending hours traversing the end looking for an end city I decided to check with an online app to find one. found no citys where the app said it would be. searched some more. loded a copy of the world in creative and searched until i rememberd the /locate command. checking the places the command said it would be an /tp'ing to location, but no city. tp'd 5400 blocks and wrote /locate but there were no cities within 5000 blocks.
