[MC-142213] Server will not start, ambiguity between arguments

Just made a minecraft server a week ago using the minecraft_server.1.13.2.jar file. I've used it a few times. Now it says "Can't connect to server." I didn't do anything differently, did not change IP addresses. I can't connect and my friend can't either.
