when i placed a head , the second layer of it was buggy and out of the head

What I expected to happen was...:
The head that i placed was normal

What actually happened was...:
the second layer of the head was jumped off

Steps to Reproduce:
1. i picked up a head that have a second layer
2. i put it in a grass block
3. when i looked at the head it was bugged
