Unable to clear a full inventory

When using the /clear command or shift clicking the delete item button in creative mode, this will not clear the entire inventory, only your hotbar.

When attempting to move large amounts of items from my inventory to my hotbar to delete, it will slowly not clear my hotbar as well, one slot at a time.
