Snow producing destruction effects when block below is destroyed

Issue: When the block below snow is destroyed, the snow layer above would produce snow particles and breaking noises as if broken by hand.

Expected Behaviour: The snow should disappear entirely along with the accompanying block without producing particles or sound effects. (as is with <1.13 versions)

Reproducing: 

1. Place snow on top of a block.
2. Remove the block by any means.
