Water dripping from leaves in snow biomes at high elevations

The bug

Water drips occur from leaves in snow biomes.

How to reproduce

Head towards a wooded mountains biome and turn on rain/downfall at around y=115.

Note

Though this is somewhat of a duplicate of ~~MC-29796~~, it now reoccurs in recent versions (1.13.1>), whereas before it did not after the resolution of ~~MC-29796~~.
