Destroy Item / Inventory clear only clears hotbar

If I try to clear my inventory with either /clear or shift+left click on the destroy item in creative only my hotbar gets cleared. /clear sometimes works, but destroy item doesn't. It only doesn't work in creative, in survival everything is fine.
