RCON stays alive once the server is stopped

Hello,

It appears that the RCON server is not shutdown once the minecraft server has been /stop-ed
This could go either way as a bug or a feature, if taking the feature route a /start command will need to be added, otherwise the RCON server should be closed once the minecraft server has initiated a shutdown.

Rcon connections do still show up in the console.
