Elytra won't activate in either Survival or Creative Mode

I try to glide using the elytra in Survival and Creative mode on my Windows 7 PC, and it doesn't work. When I tried doing it on my Windows 10 PC, it worked. Is it just me, or is this a bug that Mojang needs to fix? Thanks.
