Creepers don't aggro on witches if hit by a potion from a witch

Creepers don't aggro on witches if hit by a poison potion from the witch. They do aggro on witches if hit an instant damage potion. It would be expected that they aggro from both as both potions inflict damage to the creeper.

Steps to reproduce

• Start game in creative mode and build the following:

• Switch to survival mode and wait until the witch throws a poison potion at the creeper (reset if hit by an instant damage potion)

• The creeper will not aggro on the witch when hit by a poison potion.
